No. But first I would establish a fun relationship and good rapport with them first, and I would ask them if they are single first though too. If they aren't, just say that "Well, they are a very lucky man/woman!", keep it light and move on.

Actually, if she's interested then you'd know or maybe she's just being friendly? Either way, goodluck! Which campus is this? Just don't come off like a stalker, that's just creepy!

Although, usually friends pick you, instead of you picking friends. - (that probably will not make any sense to anyone but me)

No, that actually makes sense! I agree. Friendships, relationships usually just happens. Hardly no one ever plans for them.

guest 28 is so smart he got hit by a parked school bus and thats how we became friends. Someone had to take him to the Dr. and that was me.
